Heat a large skillet over medium heat.
Add the ground beef to the skillet.
Cook the beef for about 5–6 minutes, breaking it apart as it browns.
Add diced onion and bell pepper to the skillet.
Cook for about 3 minutes until vegetables soften.
Stir in the chopped cabbage.
Add the diced tomatoes with their juice.
Sprinkle garlic powder, paprika, salt, and black pepper over the mixture.
Stir everything together well.
Cover the skillet with a lid.
Cook for about 12–15 minutes, stirring occasionally, until the cabbage becomes tender.
Sprinkle shredded cheddar cheese over the top.
Cover again and cook for another 2–3 minutes until the cheese melts.
Remove from heat and serve warm.
