Place the sliced kielbasa, trimmed green beans, halved baby potatoes, and chopped onion into the crockpot.
Sprinkle minced garlic, garlic powder, onion powder, smoked paprika (if using), salt, and black pepper over the top.
Pour the chicken broth evenly over all the ingredients, then dot with pieces of butter.
Cover and cook on low for 6–7 hours or high for 3–4 hours, until the potatoes are tender and the flavors are well blended.
Stir gently about halfway through cooking if possible to distribute flavors.
Before serving, garnish with chopped parsley and grated Parmesan cheese if desired.
